This provides an opportunity to discuss related requirements when developing relationships with foreign persons and institutions.
ISU faculty and staff engage in activities related to research, instruction, healthcare, student outreach and other strategic partnerships and affiliations that may create obligations under United States export control regulations, the Foreign Corrupt Practices Act (FCPA), and economic and trade sanctions regulations.
As you consider partners, whether with other universities and institutes, or with industry or individuals outside the United States, there are procedures that apply to these activities and interactions. In the course of business, faculty, staff and students are likely to encounter federal regulations that impose restrictions on the “transfer of items and information regulated for reasons of national security, trade sanctions policy, anti-terrorism, or non-proliferation.” These regulations are called U.S. export control regulations.
For those of us who requisition items, services and materials or buy them directly with purchase cards the primary impact of these regulations is this:
- Every foreign vendor we plan to buy from should be screened. If the firm has a U.S.-based division, then arrange for them to fulfill your order, if possible.
- Some service contracts involve shipping out of country for maintenance/repair.
Depending on the country and the item, these contracts may need licenses in advance, as well as other arrangements specific to shipping to pass through customs heading to the foreign provider and to come back into the U.S.
Beyond Export Control
Some chemicals, radiological materials, biological samples require special documentation in order to be shipped from other countries into the United States and received by ISU [whether on Pocatello campus or Meridian].

Requesting Restricting Party Screening
This is the process of having an individual, an organization, university or vendor checked against a set of official databases. Parties listed there are debarred, ineligible for ISU to establish agreements with, exchange data or technology with, and/or ineligible to make purchases from for a variety of reasons related to the national interests.
To have a party screened for possible export control restrictions, provide the following information:

The Export Control Office uses Visual Compliance, a cloud-based tool, to perform these screenings. Once the RPS is complete, to requestor will be emailed the result. If this involves a purchase, email@example.com will be copied.
If the party’s status changes, ECO receives a notice and will update Purchasing to prevent future purchases and other ISU personnel as needed.
