Surplus Property

As part of the Purchasing Services organization, Surplus Property manages all surplus property for all campuses of the University.

Surplus Property is the only authorized means for university departments to dispose of unused university property.

University policy requires that State owned property not be destroyed, sold, transferred, traded-in, traded, discarded, donated or otherwise disposed of without first receiving authorization from Surplus Property. Surplus Property assures that all State of Idaho regulations are followed during the disposal process.

Surplus property is defined as any property owned by Idaho State University that the Department deems no longer useable or obsolete.

Surplus property includes all University property whether or not it has an Idaho State University property number.

In order to qualify as surplus, all items must be useable or able to be made useable with a reasonable amount of effort and/or expense and/or has residual value. Items not meeting these criteria, as determined by Surplus Property, should be properly recycled.

Idaho State University surplus property is first redistributed to ISU departments. Items are for "pickup only" unless you make arrangements with Facilities Services for delivery.

Other state-funded entities or tax supported organizations throughout the State of Idaho may also buy ISU surplus property.

After the above avenues of disposal have been explored, remaining materials are made available for sale to the general public through public auctions authorized by Surplus Property.

Direct sales to employees are prohibited.

 

Submitting Items to Surplus Property:

A department wishing to surplus an item or items must fill out and submit an official "Department Inventory Disposal Record" to Surplus Property.

  1. Download the form to your computer and fill in all the information and save it.
  2. You can then attach and email the form to ISU Surplus Property at invent@isu.edu.
    • You may alternatively print and send the form to Surplus Property at mail stop 8034.

Upon receiving the disposal record, Surplus Property will contact the Department to arrange for pick-up of the on campus items. The department should keep a copy for its records.

Federal Grant Funded Procurements:

Idaho State University has delayed the implementation of the Uniform Guidance Procurement Standards until July 1, 2018, as provided by the waiver of the procurement rules stated in Section 200.110 of the Uniform Guidance (2 CFR Part 200). In the interim, Idaho State University will follow the previous procurement standards according to OMB Circular A-110.
