Richard Rosell, PhD
Dr. Rich Rosell is a 40+ year law enforcement officer and recently retired Chief of Police for the Town of Indian River Shores, FL. He has served as a Director of Public Safety for two separate New Jersey municipalities and retired as a Captain in the New Jersey State Police. In the State Police, he held numerous tactical, operational, and strategic positions in Field Operations, Special Operations, Homeland Security and the State Office of Emergency Management have managed preparation, response, and recovery efforts for multiple manmade and natural disasters. In 2005, Rich commanded a 140-member LEO Task Force during recovery operations in post-Katrina New Orleans. He has a master’s degree from Seton Hall University, a master’s degree from the Naval Postgraduate School’s Center for Homeland Defense and Security, and a doctorate from Drew University. He has extensive teaching experience at the graduate level. He is a member of the Board of Directors for the Palm Beach/Treasure
Coast Region of the American Red Cross. Rich is a 32-year United States Marine Corps veteran, the New Jersey Army National Guard, and the United States Army Reserve.
