Dr. Spencer has served in the field of public safety and administration since 2001 within multiple disciplines at various levels of government. His current position is the Deputy Associate Director of Operations for the District of Columbia’s Homeland Security and Emergency Management Agency. In this role, he has direct oversight of five bureaus, including Preparedness, Logistics, Readiness & Response, Interoperability, and Safety & Security. Before that position, he served 13 years with the Pennsylvania Emergency Management Agency (PEMA) with the primary responsibility of supporting the Twenty-four counties in western PA and other commonwealth agencies within all mission areas. Before PEMA, he was a municipal Police Officer and a Commissioned Intelligence Officer in the PA Army National Guard. He received a B.A. in Religious Studies and ROTC Commission from Indiana University of Pennsylvania, M.A.s in Homeland Security and Emergency Management from American Military University and a Ph.D. in Administration & Leadership Studies from Indiana University of Pennsylvania.
