Discrimination Based on Race, Color or National Origin

Title VI Notice of Non-Discrimination

Title VI of the Civil Rights Act of 1964 (Title VI) i s the federal law that protects individuals from being discriminated against based on their race, color, or national origin in programs that receive federal assistance. 

What Organizations are covered by Title VI?

Recipients of federal assistance, such as Idaho State University operate programs and deliver benefits and services to individuals to achieve the goals of the federal legislation that authorizes the program are covered by Title VI.  

Discrimination based on Limited English Proficiency:

Falling under the prohibition against discrimination based on national origin, Executive Order 13166 ensured that persons with Limited English Proficiency (LEP) have meaningful access to federally conducted and funded programs and activities consistent with Title VI. LEP describes individuals who do not speak English as their primary language and who also may have a limited ability to read, write or understand English.  At Idaho State University, discrimination prohibited by Title VI is addressed in (ISUPP) Non-Discrimination and Anti-Harassment Policy #3100. Executive Order 13166 requires recipients of federal financial assistance to issue guidance and create plans with sound measures and reasonable steps to ensure meaningful access to their activities, programs and services. 

Title VI and Executive Order 13166 directs recipients and sub-recipients of federal financial assistance to take reasonable steps to provide LEP individuals with meaningful access to its activities, programs and services.  The key to providing meaningful access for LEP individuals is to ensure that effective communication exists between ISU and LEP persons.

Retaliation:

Any person who brings forward a complaint or participates in an investigation is protected from retaliation to the full extent of the law.

Complaints: Who to Contact

While compliance with the law is the responsibility of all members of the ISU community, the Director of Equal Opportunity, Stacey Gibson has the primary responsibility of Title VI compliance. Concerned parties may contact the Office of Equal Opportunity to make a complaint under the grievance procedures of ISU.  ISU is committed to resolving issues through our internal processes.  We have programs designed to support and assist victims. Individuals also have the right to file a complaint directly with the Office of Civil Rights (OCR) under the complaint process of the OCR.
