Advisory Committee

1. Members of the Committee

The IBAPP (Idaho Bioterrorism Awareness and Preparedness Program) Advisory Committee is made up of key leaders from private and public organizations representing interests in health care and emergency preparedness.

2. Selection of Committee Members

Members of the IBAPP Advisory Committee are nominated by IBAPP Principal Investigator, in consultation with the ISU Institute of Emergency Management (IEM). 

The Committee is comprised of the following representatives:

3. Sara Jo John, Health Education Specialist, IDHW

4. Susie Pouliot, Chief Executive Officer, Idaho Medical Association

5. Hartzell Cobbs, Director, Mountain States Group

6. Ron Hodge, Executive Director, Idaho Chapter of Emergency Physicians (ACEP)

7. Murry Sturkie, D. O. Emergency Physician for St Lukes and on the EMS Advisory  Committee, Medical Director for Ada county paramedics

8. Steve Millard, Executive Director, Idaho Hospital Association

9. Barbara Allerton, President, Idaho Nurses Association

3. Length of Terms of Committee Members

IBAPP Advisory Committee members may serve as long as their service is in the best interest of the Committee. Should an Advisory Committee member be unable to perform their duties, or if the will or vote of the Committee determines that a member should be replaced, a new member will be selected to fill the position as soon as possible. The IBAPP Principal Investigator and the IEM Program Coordinator will work together in selecting and replacing Advisory Committee members.

4. Advisory Committee Meetings

IBAPP Advisory Committee meetings are held on at least a quarterly basis via webconference.  All Advisory Committee members should make every effort to attend these very important meetings. Meetings may also be held at locations other than the Pocatello and Boise offices and on a more frequent basis, if needed. The meetings are open to any IBAPP volunteer, but only Advisory Committee members have voting power.

5. Duties of the IBAPP Advisory Committee

The purpose of the IBAPP Advisory Committee is to coordinate and cooperate with other private and public health care and emergency preparedness organizations throughout Idaho and give them a voice in how IBAPP curriculum is developed and promoted. Committee members serve as representatives of their respective organizations, and provide input to the IBAPP Principal Investigator regarding special needs or concerns from their particular area.

Specific duties are as follows:

6. Adoption of IBAPP Policies and Recommendations

The Advisory Committee is a volunteer organization developed to provide assistance to the IBAPP. Therefore, the ISU Institute of Rural Health is responsible for IBAPP policies and actions. As the served agency, the IBAPP, namely the IBAPP Principal Investigator or his designate, will make the ultimate decision as to the acceptance or modification of policies set forth by the IBAPP Advisory Committee.
